I think it was supposed to be part of Free update content. I have already deleted and reinstalled again both USM 2 and USM 2 2023 Update,
yet still get the same results of missing content as illustrated in the image i will try to attach here bman4u123 attached the following image(s):

Make sure to install the USM package first, and check that it's installing to the correct folders (per the readme)
Once you've verified that, install the 2023 update, again making sure the files are going in the correct folders. If asked to overwrite, click yes.
After that you may also want to restart Studio.

Correct, just as it's shown in the readme, since it will be looking for the images in the specific runtime folders. :)

I did reinstall Ultimate Skin Moisture 2 Pro package first and everything there is fine, did not see Soaking Wet and Fades folders thought as those must be part of the update. Than i reinstalled the update, but still same negative result

Soaking wet is the only part that is included with the USM 2.0 core package. The 2023 update can update Fades, but only if you have the fades package also installed already.

The title of the product I own is : Welcome to Ultimalte Skin Moisture 2 PRO: Baby Oil, Complete. So maybe the update is not intended for it? bman4u123 attached the following image(s):

Now this makes a little more sense to me :)
Baby Oil and Sweat are stand-alone products, they don't need CORE to work or any updates, if you have those installed you have everything you need for a sweaty or baby oil appearance.
This is the Core product that makes the water shells work:
Renderotica - Ultimate-Skin-Moisture-2-PRO-CORE-G8-8-1-9-F-M
Core, Fades and Big Pearl Drops Are the only packages affected by the 2023 update :)
