use a RTX 2070 + GTX 1070. Both cards work fine with 4.11 (together and separate, latest nvidia (studio) drivers )

Yes. And? That much was implied.
But if you want to tweak a haircut, you're basically screwed.
I loathe this sort of idiotic consumer hostile feature locking.
If I can't actually use it, its a gimick not a feature.

Got my new Video Cards finally I got the GTX1660's they are better than what I had in it, and they meet and exceed the specs for my other work. I'm here for the donuts..... Where are they??

PA = Published Artist. It's what Daz calls their content creators(vendors, sellers, etc).

PA stands for product artist or published artist (I think) or something similar. PA is the designation that DAZ gives their content artists.
DS 4.11 has a strand based hair editor but I do not believe the hair generated is dForce capable yet.
Congrats on the new GTX 1660 cards. Once tings settle down and I get my new build started, I plan on adding one of the new RTX 2070 Supers once they are released. Bill I used to be disgusted, now I'm just amused

Has anyone spent much time playing with the new hair maker? I'm curious if you just end up with a static object that can't move or does it actually move/bend with the body?

I haven't played with it much other than making some small pubic hair models (The interface for creating the hair isn't bad but the process could use some documentation as to what all the dials do, but as this is Daz all the documentation will be hours long videos on youtube where hopefully they address what you are wondering about) it is a bit better on the painting part if you have a tablet to use in my opinion. However once it is created out and in the scene it is an object that at the least can be or is parented to the figure so it should follow as well as any parented object.

You do realize this is DAZ you're talking about, right? Documentation ain't exactly one of their strengths.

The hair system is based on the Garibaldi Plugin, so there might be some useful info on their site. https://www.garibaldiexpress.com/docs/Garibaldi_Express_Documentation At the very least, it could help you with the interface.
