Only thing I can suggest is to check if there's any mesh smoothing happening and collision is on.

I can also confirm this is happening for me too, even on base resolution. This has been a problem for a while now and not sure when it started. Everything is running smoothly until I add Golden Palace for G9. I believe dictator is not as bad but had some slowdown there too. I will check those two settings but I am pretty sure that they are not set on mine either.
