I downloaded the right as far as I know RTE decoder and it seems to work, except for getting this message, IOException and then it closes.  What is this and how do I fix it???

If memory serves me correct that is an output error, it means that the item you are trying to create does not match the internal version number of the original item
I'm here for the donuts.....
Where are they??

Great, how do I work around that? I followed the instructions from the Readme File and it didn't work. If Memory serves me, when I this problem before, years ago, it took a lot of effort and some really good help from you guys here to get it to finally work....

If I remember correctly with RTE Encoder if the "key" file version doesn't match, in most cases you are S.O.L., as unless you have access to the exact version used as the key file, or unless the vendor is around to re-encode it using the latest version of the base figure. Since most of the content stores replace the old versions when they are updated, it makes RTE Encoder hard to use once a figure was updated, and the "key" no longer matches what it was encoded against. You simply aren't able to unlock the encoded file.

To my knowledge there were no workarounds, short of either acquiring the file it was encoded against, or having the vendor who made the RTE file encode against the new version. (I have had a few RTE Encoded files I just had to toss as my copy of the base figure didn't match, luckily all the items I got that were RTE Encoded were freebies)

My suggestion would be as it is a paid for product contact support, tell them of the issue (Your version of the Key file doesn't match the version it was encoded against) and see what their remedy is. With it being an older product the store may not even be aware there was an update to M3 that broke the functionality of the files.
