Looking at the files I have I can't see anything called Graft Shell to load. 

I should also note that while selecting the Genesis 8 Female, and tryign to apply a preset I get no error message but also see no changes on G8 Female.

With G8F loaded, open your Golden Palace v2 folder. If you're new at this, I strongly suggest keeping things where they're supposed to go, so if you've done this, it will be located in 'People-Genesis 8 Female-Anatomy-Golden Palace v2'. You will see several icons. At the very least you want to see GoldenPalace_v2 and GoldenPalace_Shell_v2. You may have others depending on what other packages you've installed. With G8F selected, double click the Genitalia icon, and let it do its thing. Once the genital is loaded and with G8F still selected, double click the GoldenPalace_Shell_v2 icon. This will load the shell. Now, with G8F still selected, double click the MAT Copy icon. This will transfer the torso textures from G8F to the graft. That's the basics right there. There are more steps if you also have the Pussy Wizard add-on, but this will get you started. My folder looks like this:

Click on the actual folder name, not it's dropdown arrow. You're looking only at the subfolders.

Did you actually purchase Golden Palace, or just storming the palace? If you purchased golden palace, you've installed it improperly, because the files should show up in that folder.
