I made one for a specific purpose in 3d Studio (as below), using some bend deformations to get the right circumference.  I'm sure you could build one from scratch based on a selected node, in a Daz script - well I'm not sure I just assume so.  Something d-force would be awesome for the trailing part to hang down.  Also to measure length and the figure's height.  It's not specifically for the purpose of measuring, but to show the viewer the measurement, if you see what I mean.  I guess the morphs have to be area preserving so the measure doesn't stretch the UVs.  That's a harder problem to solve isn't it.

Phil C has a morphable tape measure in his Poser Tool Box package. One side is metric, the other is in imperial units.
