Please check on the Daz Store which products include the Anatomical Elements and Materials for them.
Usually they are part of the Daz Original Pro Bundles, like Michael 7 or Michael 8 Pro Bundle for instance.
You do not need to have Genesis 3 Male or Genesis 3 Male Anatomical Elements installed if you only want to use the Genesis 8 Male Anatomical Elements controls of this product and vice versa.
This product has been tested in DAZ Studio 4.21.
