Sounds easy enough. Let's say you're using V4 in Poser. Have two instances of V4 in the scene, identically posed and morphed and occupying the same space. Parent the second V4 (whole figure) to the first one's chest. Make all her body parts invisible except the chest. Then select the second V4's hip (which is now invisible) and move it up, or down, until her (still visible) breasts have slid to the place you want them to be above or below the first one's (you might want to adjust Z translation, and maybe X rotation, a bit as well). If necessary, Custom Morph any parts of the second V4's chest, other than the breasts, that are sticking out, using the "Push in" brush to shove those parts inside the first V4's chest so they're effectively invisible - or alternatively, use Grouping, together with an invisible material assigned to whatever material group you've created that doesn't include the breasts. Now, since the second V4 is parented to the first one's chest, she should move with her, and the new breasts should stay where you want however you pose her.
Disclaimer: haven't tried it. I find two breasts per woman are quite enough for me, personally, More would be just greedy. But perhaps you're an Ephesian-Artemis-worshipper kind of guy.
