Would it not be a good idea to have a limit on how many images someone can post in a 24 hour period..?

There already is, check the top bar of your gallery submission page.
With a non-premium account you can upload a total of 5 images per day with each image having a size limit of 2Mb.
If you go premium though you'll get a few extra perks: now you can upload 10 more images (15 vs. 5) and the size limit has also been doubled (4Mb vs. 2).
As far as I'm aware there are no bugs or such here, and limits are being enforced.
