I use the dictator genitalia on my G8 males for ease of control and was wondering if this is compatible with it? Can I use this product as a parent under Dictator genitalia and still have pose control or is it one product or the other?

Nah, It doesn't work like that.
Dicktator is already rigged for posing and has many morphs options, sliders, and shapeable bones, and there are also other morph packages available for it as well.
What would be the purpose of parenting OMGDK inside it?

I don't think it would be possible, the Dick's props are made according the idea of each vendor, so there's no a standard to follow.
