If you use Poser, the morphing tool Push, Pull, Tighten, Loosen, etc can be used to create torn clothing effects on any clothing. Here's an example of its use with a sweater top.

You can make any clothes torn using the Cutout Opacity tool in the surfaces tab of Daz. There's some resources you can buy from over at Daz that will help this, or you can just find some online for free. Search like torn fabric images or textures. You'll want to find either a greyscale/black and white image or make whatever image you're using greyscale. Then you'll want to get a template (not needed but helpful) if available for the clothing item you want to be damaged. Load the two images (your template and the torn texture) into a photo editor like gimp or photoshop and arrange the torn image over the area of your template that you want ripped. Save it out in that orientation in the same size as your texture so it lays over the correct area you want it to once we add it as an overlay in Daz. Now back in Daz now that the prepwork is done we can add the damaged textures over the normal clothes as a Cutout Opacity map. You'll find that under Surfaces<Geometry and then very first slider option will be the one we're looking for. Click on the little box next to the slider and it will open a window with a list of like all the image maps being used in the scene (a quick way to get a template if you don't have one, just use the actual image map from the bit of clothes) and find were you can look through your computer to add the image you saved before of the ripped texture. Just load it in, set the cutout opacity and you're good to go!

If need be, I can make a video of how to do this.

Baaaaa, why can't I get the image to embed?

The Poser version of DAZ's cutout opacity tool is SemiDeux's Advanced Shader python script. It used to be available for free, but seems to have disappeared (too bad).

Here's an example of its use on stockings

I remember "PTF Grungy Threads" on daz3d made some good effects, but it is something like BrimstoneOmega  said.

Just easier by being a product.
And you can try this with usual clothes to make those look dirty and torn.
