I'm familiar with the sliders in DAZ that control breast movements (up-down, side-side, etc.) but I find they don't allow as much movement as I would like (I think they're calibrated for dressed models). I've tried clicking on the gear icon for a few of the sliders and un-checking the "use limitations" box, but I'm still not seeing much of a change. Am I doing this correctly? Is there a better way to achieve more movement of the breasts?

in Daz parameters area there's a gear icon for parameters.  If you click that, you can get in and adjust for further + or - for most things. I haven't used them for breasts, but I DO use them for daz's male genitals and some other stuff. Hopefully this can be a little help to you.

Also there are some excellent breast movement morph packs you can buy.  Occasionally someone will also come up with their own morphs and put them on the free area of various daz type content related websites.  These wont be as wide ranging as some you can find here, however.

Sorry for a late reply... I should frequent more often. Oh well, better late then never? ;)

Morphs, that's what those sliders represent, often have limits applied to them so that you don't risk to create changes that may appear unnatural. But you can turn those off.  Click on the menu of a slider: iirc the option is in the upper right corner of the morph entry. Open the properties, and in there disable the limits. Now you'll be able to make much larger adjustments.

Second option...  a 3D editor, something like Hexagon, Blender, etc. As long as it's supported by Daz Studio using a so called bridge: this allows you to send a figure out of Daz Studio into an 'editor', you can then make changes to your figure and... send them back. Studio should pick up those changes and allow you to save 'm as a morph of your own.

This may allow you to get the results you want...  Although I am not much of a fan of Blender the program is freely available and also quite capable.

Maybe food for thought?

I use the Daz product 'Fit Control', it has a lot of morphs for boobs including 'press morphs' that are handy when the boobs are in contact with a floor/wall or hands/arms. It also has a lot of other morph sliders for the rest of the body,.
